It did in GULAG (aka California), just a couple of months ago, maybe even last month. They made PG&E give customers a choice, so even with the new meters installed a customer can make them "active" or not.

I'm sure you will never have a problem but if you have any breakers locked, no matter what they supply, you would like to be able to shut down in an emergency.
I also dont understand what keeping the box locked has to do with avoiding having the house robbed.

I've had to shut off a breaker in a rush before, the lock took 2 seconds. Alarm and cameras are good reasons to lock the box.

I saw on the news that you can 'postpone' the installation--BUT YOU HAVE TO ASK FOR IT!

I may have said this before but maybe it's worth repeating. Once upon a time the PUC was called the Public SERVICE Commission and was run by a consumer advocate. Now it is the Public UTILITIES Commission and is a rubber stamp agency for whatever the utilities want to do. Once upon a time our utilities in Nevada were cheap, but the utilities still made a profit.

You are talking about what is now the Bureau of Consumer Protection which still exists and is the advocate for utility consumers before the PUC. Bureau of Consumer Protection / www.ag.state.nv.us/org/bcp/bcp.htm | Nevada ADRC
