Here is Minnehaha, again--from an unknown date but maybe in the 30s or 40s.

So, what tribe would you estimate him to be from? Supposedly only some of the plains Indians had this type of headdress. His clothing outfit looks more like Lewis and Clark type rather than Indian dress.

He is probably from the confused white man artist's interpretation/amalgamation of numerous tribes.

Back in the heydays of the Square there were several traffic signals in operation. Today there are only stop signs, reinforced in a few locations with flashing lights. But in the early 1970s there was a working traffic signal Uptown that was not in operation to control traffic.

Where was it and what purpose did it serve?

With a "name" like "Minnehaha" I think "he" was in drag

It seems I vaguely remember a working off street red/yellow/green traffic light perhaps on the lawn at the police department at Kansas and Main that somehow reflected the current status of the city-wide traffic accident/death situation in Independence.

You are correct! A green light meant no injury accidents in the last 24 hours; yellow meant injuries in the last 24 hours; red for a fatality. It sat in the front yard of the old City Hall which at that time was one of four buildings used by the Police Department.

For extra credit identify all four buildings used in the early 1970s by the IPD, prior to the completion of the new HQ at Truman & Noland.

The old city hall at Kansas and Main.

The 1827 Courthouse on Kansas next to the old city hall.

The old Missouri Water Company building at Kansas and Liberty.

Independence Center substation, perhaps.

From what I understand--in the days of no radio and no TV, but when the mayor of Independence needed to talk to his constituents about something important, he called a mass rally of citizens at the City Hall at the corner of Main and Kansas for a certain time and date. Then he stood on the balcony above the Main Street entry doors and addressed the eager crowd. Presumably with a manual bull horn of some type like shown below.

I just checked Google and Bing and it looks like after the rehab of the building, which now houses a gaggle of lawyers I think, there is still a balcony and still access to that balcony. The lawyers are eager to do business at the Eastern Jackson County Courthouse further west on Kansas--not to be confused with the Jackson County Truman Courthouse on the square or the Log Courthouse, also on Kansas.

You have two out of four correct. The old City Hall housed the chief, internal affairs, records, dispatch, and the jail; with the municipal court on the top floor. The 1827 Courthouse housed the Youth Unit.

That building is currently empty, and looks like it needs another round of renovation.
