As car ownership and road network improved, there are suburbs now in pretty much every Russian city. They do track them, they are called "agglomerations". All that Soviet stuff is irrelevant, USSR has been gone for 27 years now.
No idea why UN reported that since Russia gained net 76,000 people last year (2017), and gained net 168,000 the previous year (2016).

not all of them have the 2017 data. Also would you consider Samara and Tolyatti being part of the same metro area, they seam to be quite a distance apart, over an hour, do people commute between these two cities?

In US terms, Russian agglomerations are more like Urban Area/CSA hybrids, so they can be pretty loose when it comes to distances.

UN doesn't have some kind of secret methodology. They just take latest government census figures for each country and project forward. They don't do their own counts, but rely on governments. Last time they did this with Russia in the 2000's, they predicted that by this point Russia would have like 138 million people...I assume you remember the stories in the media. Btw, Russian government estimates are similar to US estimates in reliability, so I don't know why this is an issue.
Actually Ukraine was aware of the plot to kill him so set a trap for his assassin to catch the sponsor. Fake success, allow the assassin to connect for payment and there you go. Assassin was Ukrainian however...not sure about the sponsor but it was an interesting plot. No doubt Russia will spin this into something else like they do daily.
