I am all for the the smaller theater on 5th street. It will be great for community plays, small concerts, smaller comedy acts, and independent movies. It could easily take the place of that theatre that closed in Washington.
Now that this Performing Arts Center is planned by ECU, I hope that the city will focus on building a ballpark somewhere. This needs to happen.
According to Chancellor Ballard, when ECU wins its lawsuit against Cisco Systems they will be paying for the Performing Arts Center. Of course, it may be ten years before that is resolved.
Location of the Performing Arts Center on First Street along with University Hotel across the street (also on First Street) will really activate that part of town. If the city gets the Town Common plan right (the plan needs to provide for more active uses than it currently does) and work with developers to build 4-5 story mixed use development (with outside dining) all along First Street across from the Town Common, Greenville would actually have something that would draw people downtown.

I know Ballard has a sense of humor, and this sounds like something said in jest. But if thats the plan/what will occur.......thats even better.

Thats what I see/assume will happen.
Assuming the 5th St theater is completed first, it will "establish a beachhead" downtown. Judge the demand and whatnot for that type of entertainment.
Then once the ECU PAC is built, the 5th St. theater will go more independent/edgier/less mainstream-ish. Going for that arty/alt. crowd.
The ECU PAC will bring in the bigger named tickets, allowing for a nice ying/yang between the two.
Also, ASSUMING the plans haven't changed, there are plans to put classrooms/academic stuff in the ECU PAC building. That would allow state appropriations to be used.
In using the CFCC new theater as an example...here's what Wilmington has (or will have)...which could be duplicated in Greenville.
Ziggy's (old theater)....which has hosted a bunch of national acts...stuff on the lines of Parmele....equate that to the old Theater.
Thalian Hall....which was built in 1850 at the City Hall....would equate to the current ECU theater.
CFCC Performing Arts, 1500 seats...as you have seen, pretty much what ECU wants.
New 6 acre riverfront park for festivals and such....certainly reminds of the Town Common.
I think the Common is big enough to put a ballpark on and still use for festivals. That was the thought in downtown Wilmington as well...but voters didn't approve it. What is really needed though is hotel(s).

Ballard made the comment on an interview on Pirate Radio. I believe it was around the beginning of the school year. I could be wrong, but I believe he was serious. I looked for an archive of the interview, but evidently it's not currently accessible on their website.

I hope its true, but, to me, it seems a little far fetched to plan on getting any money from Cisco. And if we do, getting enough to fund a PAC building. But I hope it is true!!
That's a good link...note sure if some of those details of the Community Smith project had been stated before...
ECU registrar's office will lease half the space, and a clothing retailer will come in. And in the other CS project, it listed a restaurant and nanobrewery....which I think was referencing Long Leaf Brewery.
