Milwaukee is probably like San Bernardino county in California where they (Milwaukee) have their own homegrown gangs and crime and also added an influx of Chicago's that become chart topping crime statistics.
Like how San Bernardino county has their own problems with Los Angeles adding to it.

Nah San Bernardino city (not county) didnt start having real problems until LA started exporting its gang culture out there due to high prices in the city. I would say the late 70s/early 80s is when SB starting taking a turn. Before that, the birthplace of McDonalds was considered an all American city (was literally named that), and had cool family friendly events like the Orange Show.
Atlanta has already passed last year's total. It was at 157 as of 12/10, and last night's shootout in SW Atlanta that killed 2 teens added to that. Can this year be over already? Two weeks still feels like too long and who knows how many we'll add to that. It's not like it slows down despite the cold and the holidays.

San Bernardino city has had neighborhood gangs since the 1940s or earlier. It just wasn't on that large of a scale compared to the post crack era. That's why I say Milwaukee is in a similar boat because it probably wasn't as bad until a recent phenomenon but it wasn't a wonderland prior niether.
I mentioned San Bernardino county since the reach of Los Angeles hit the high desert particulary hard. Victorville has the highest crime rates now second only to San Bernardino the city. Victorville even has a more consistent higher homicide rate than Compton since the pandemic (except 2021) and that's not an easy task.
The high desert area now probably have around 500,000 residents. It's no longer some blip on the map.
Milwaukee's homicides are also highly focused in the northwest and southwest sides of the city. The eastside of town (Downtown, Third Ward, Walkers Point, Bay View, Brewers Hill, Lower East Side, Riverwest, University of Wisconsin at Milwaukee, East Town, Haymarket and Harbor View) has seen a total of 7 homicides for a population of roughly 100,000 people for a rate of 7 homicides per 100,000. That is compared to 37.3 for the entire city and around 67 per 100,000 for the north/northwest side which is just wild the scale between different parts of the city. There has been zero homicides in the city north of Brady Street and east of Holton Street and the Milwaukee River and only 1 in Bay View while there are neighborhoods in the northwest parts of the city likely exceeding rates of 100 per 100,000 people...

Sounds similar to how crime is in DC. Most incidents on the northeast/ southeast side. What about the suburbs of Milwaukee?
