I wouldnt put too much stock into that article, it places Las Vegas higher than Syracuse, and considering the Las Vegas school system is ranked almost last in the nation, the air and water quality here is alot worse than Syracuse as is crime and school violence. The health care system here is awful(but is improving). And the housing market here is bad--over priced especially compared to Upstate but that also is improving because of all the foreclosures. I am guessing its based more on economy than other factors--although it was announced today that Nevada has been the hardest hit by the recession while NY state is not in recession yet

That's because our recession began 30 years ago, and the decline has been slow and steady thru the decades.

I wouldn't place much stock in these rankings either, but because I don't think you should place much stock in these rankings in general. (It's still good news though)

Something as subjective as where to raise a family can't be boiled down to statistical analysis, at least not one that doesn't let you weight the factors yourself. That is, maybe you enjoy skiing and would rather have good winter activities rather than more sunny days, or maybe you value a short commute or nearby universities.

In trying to rank all the metro areas in the country someone else makes these decisions for you. That being said, if your city is at the bottom of the rankings, you're probably not doing too well.
