If you want to look presentable to the general public, I do not believe short shorts can be a part of your wardrobe. Maybe at a beach in a casual area, somewhere people expect to see a lot of skin and butts and camel toes. But other than that it's basically wearing panties in public. Mind you I'm speaking purely from a fashion perspective. I think if one wants to show maximum leg a skirt looks better than shorts.

People usually get less prudy as time goes by...not more so. 1979 - 1985
I would say mid to late-20s, even if you have the "hot body" for it. After that, it seems that you're just looking for attention or desperate to have people look at you.
If you have kids before your mid-20s, I would say that's the cut off. Nothing is more grotesque than a "mom" walking around looking like a streetwalker.

Ah see that's why I specifically noted my opinion was from a fashion perspective, not a moral one. It's not a presentable look for fashion reasons. Prudishness doesn't enter into it at all. Trust me deep down I wish we all went around naked I think we'd have a far more healthy society that way. But as long as clothes are required in general public, short shorts are never a wise option.

The material has changed, but the style is still the same. Now it's that sweatpants material short shorts hip huggers. Every 20th woman at the mall or grocery store in the summer is wearing them. IF she has something to show.
Those are PAJAMAS. I certainly wouldn't expect it from a big city
