In China, young women wear very short shorts with heavy tights underneath in the winter. I think it is a silly thing to do. What do you think of this fashion and is it popular anywhere else?

Only in China do women wear shorts in winter. Except for California, which has very mild winters. The heavy tights are obviously to keep the girls warm in spite of the shorts. It's just a passing fashion. It'll be gone before you know it.

Me too. I think it's quite fashionable because frankly speaking a lot of women overestimate the attractiveness of their bare legs. It's also pretty functional too as it allows women to wear shorts without freezing when it's windy outside.
When I was in college in the late 1980s I used to sport that look. Different kinds of shorts, like plaid or striped menswear type shorts with tights or leggings underneath. Sometimes shredded denim cut-offs or shorter "daisy dukes" over tights. Sometimes boxers over leggings and a big sweatshirt.

It's normal yo wear tights underneath, it's winter right ? Otherwise their legs will freeze to death. I wear shorts and tights too.
