I don't have a problem with people wearing shorts with tights. I used to do it when I was around 13-14 but I've stopped wearing it, mainly because I find it uncomfortable. Shorts with tights are more squashy and restricting than skirts IMO, because skirts are more loose and flowy.
Me too. I think it's quite fashionable because frankly speaking a lot of women overestimate the attractiveness of their bare legs. It's also pretty functional too as it allows women to wear shorts without freezing when it's windy outside.
I've also done this (SF Bay resident), especially during the typically cooler summer months in SF. I think it's a cute look too!

I see that all the time in Seattle, Westlake area and in the bus tunnel, even when snowing, but it's always the young Asian women. Now, with the warmer weather, they are all wearing daisy dukes.
