Not a big fan of the Foster's master plan for the area, but then this will never be completed, not in my lifetime anyway...been decades of debates and they're still ongoing...

Barstow is actually a major railroad hub, not just for California, actually a substantial piece in the whole network of the western US. Probably employs 2000 people directly including contractors, though i'm sure the nearby military installations easily outnumber that. Not glamorous by any means, but a crucial spot on the road nonetheless.

It's needed as a major rail hub for Ft. Irwin, and all the military equipment that is shipped there from all across the U.S. for the military exercises taking place year round in the Mojave

Military units train there precisely because they have unlimited access to their own moonscape outside of Barstow.
