Either Flint, MI (very depressing place) or Phoenix, AZ (you get the cons of both city and rural living in this hot suburban sprawl with few of the pros of each.)
Probably not the towns fault but when I arrived it was very very hot and most places appeared to be closed. The landscape was brown, the buildings all had stinky air-conditioning systems running day and night and the majority of people that we met were drunk. Not a pleasant first impression.

Well I did not find Townsville bad. Yes it was hot there yet yet the town appearance is not so bad.
Depending on what you mean with worse, my personal experiences are:
Boring: Any part of Sweden, im half swedish and i hate going there, it always rains, people are not very social and there is nothing to do. London is also not very exciting, like a bigger gothenburg.
Dangerous: Camden, New Jersey, some parts of Chicago and Esmeraldas, Ecuador. Camden was scary and poor and police was everywhere, i was there at night too so might have made it worse, Esmeraldas was in another league, people smoking hasch in the bus and gun shots every night from my room.
Poor: Im sure other places are worse but Egypt, Ecuador and Bangkok, Thailand where very poor in some places, but ecuadorians and thais are incredibly nice people, egyptians not so much.
