I don't know how it is in other states, but in NJ, the unemployment department does not have the duty to help people find employment. We have another department called the employment department.

I remember back in the day you could walk into a place or call to talk to the manager to check up on your application/resume. I was told not too long ago that businesses now see this as harassment. They have a dont call us we'll call you attitude.

They also used to "pound the pavement" to get jobs. Try that today... if you're not escorted away by security (imagine trying to get into Ford or Lockheed to speak to a hiring manager?!), you'll at best be told, "apply online" and your application will be ignored in the order in which it was received!

The sad part is that when I was laid off in 2010, the "outplacement services" group had a bunch of people there to give us advise about finding jobs... and they recommended going to places and "pounding the pavement?!" This, to a room full of laid-off defense contractor engineers... in 2010... makes me wonder what world they were living in and how they earned their pay... yeesh!

Or just get a straight answer to the real Q at the outset:
"Mr Smith, do you have an opening?" then "No? OK, thanks anyway."

Now they seem to have an entire industry focused on having people spin their wheels...

On the point of pavement pounding: It's still valid.
It was never about big jobs or big companies... it's for small jobs at small companies.

I've only seen one place tell people NOT to follow up in any way shape or form. It was a restaurant. Anyone who makes an effort to discourage follow ups is probably picky about hiring.

Grow their own and promote from within the organization.

I was saying in the 70's, the unemployment office found employment for you. You didn't have to search for jobs like you have to do today because the unemployment office always had one for you. So it wasn't a such thing as collecting unemployment compensation.

A place like that already knows the kind of people they want working for them. That's what it sounds like to me.
