For the entire month? If I wanted a whole winter month of temps to be in the mid to upper 20C's I'd go to Miami.....
Or just one day? Well we never made it to 20C in January here, but have reached 19C which is the absolute record max for the month in Chicago.
January of 08' we hit 18C....
I love the odd warm day in winter.. we haven't really had one for a while, but we have reached 18C/19C in every winter month before, so pretty similar to Chicago. 19.7C in mid February, so late February is probably the earliest we could ever expect a 20C to occur in the future
I dont know if this portends a cold winter since Im new to the area but here in Southeast Michigan, Ive been hearing geese again. They were here when I arrived in May in droves and now Im starting to hear them again so they are beginning their migration pattern already apparently ahead of something cold. I think it will be a cold winter.
The earliest indications this season are from sea surface temperatures, and they seem to suggest an amped-up version of 2013-14's pattern for North America, but any indicator or correlation this far out can only give vague hints at best, so I'll reserve any prediction until I see what develops as we head deeper into Autumn.
Although no predictions of any count can be made at this stage, these early signs do fit in with a positive outcome for lovers of epic winters such as myself. If the signs continue the way they are now us coldies will be primed for action.

It's worth noting that very few El Nino winters follow the typical El Nino pattern in anything except the foggiest outlines.

Meh. It could happen that way, but then again it might not. The pattern we've been in for the past year or two (that heavily favors a cold/stormy East) could flip to the opposite in the coming months, but on the flip side there's no reason it couldn't dominate for another 6 or 7 months.

Record high for December is 71F/22C and record high for February is 75F/24C

Yes, not all El Nino's are alike. It depends were the SST anomalies actually are in the Pacific
Nice.
Osoyoos, BC's record high for January on Wikipedia needs to be updated because it was broken this year
All of our wiki information needs to be edited.. I tried updating the information but some idiot kept deleting it for not giving a viable source, even though I used the Met Office It also uses Greenwich which posts 200 fewer hours of sunshine than any other London station, so not really representative of the whole city
According to our wiki, our record highs are 15C in the winter months compared to the real value of 18C-19C and about 3C-5C off in most of the other months
