There are some differences which do make it slightly more favorable though. Its summer is sunnier, winter is snowier (based on snowfall days) and the shoulder seasons are shorter. I also kind of like those intense winter lows.
But this does come with a downside of lost sun. So all in all I'll give it the same rating as NYC, a B-
Yes and let me tell you living in Ottawa was PURE HELL. I went to university there and after the first year I never wanted to go outside between Dec-Mar and only went if I absolutely had to. I was so depressed every year I was there as I missed the green here. I still have friends in Ottawa but I will NEVER go back there for a visit in winter EVER. I'm only going back for a visit in summer if I go again.
Upstate NY is much milder than Ottawa, but I can relate to that. It's fine for a one-week visit, but spending upwards of five months in that sort of weather (November to sometime in April/May) is emotionally taxing
Looks like a drier but somewhat gloomier version of NYC. One of the best climates in Russia IMO (only cities directly on the Black Sea such as Sochi are better). Still, I think those winters are bit too cold and long for me, though they could be much worse considering this city is in Russia.
I'll give it a B.
2100h instead of NYC's ~2300h isn't that significant. I'll give it a B- anyway.
