Sorry, the Footlose comment was to a previous “Loggins” reference. Apologies if it was a red herring. Real Hint: Not U.S. and it is a coastal city.

It looks like the Tawang Monastery in Cona, Tawang, Arunachal Pradesh, India*.

*China still makes territorial claims to this region in the context of Inner/Outer Tibet, and it was briefly occupied by China in the Sino-Indian War in 1962, until China again retreated behind the McMahon Line, which has held ever since.

Yes it is Tawang, India It is second largest monastery in the world after Potala Palace, Lhasa. Arunachal Pradesh is claimed by China also.
