It is Salekhard. Unique because it is the only city to straddle the Arctic Circle; half the city is north of the circle and half is south. (I wonder if the northern half experiences total day or night during the solstices, and someone on the south part of the city gets a minute or so of the opposite?) It shares the Ob River with Surgut.
Currently sunrise is 3:37 AM and sunset is 11:44 PM, but because of where it's located, the daily shift is almost 9 minutes.
