If it's in Texas, I'm at a loss. I've been to nearly every Texas city with an appreciable skyline, except Odessa... next guess.

It turns out I have been by this place quite a few times on Interstate 35 between Dallas and San Antonio/Austin. Just never stopped there. Temple, Texas.
