Default Going Straight

Can someone tell me which accent/dialect Patricia Brake (Ingrid) speaks here in Going Straight. I love her accent but, almost sounds as if she's from New York. I know she was born in Bath, Somerset. Also, what does she mean by 10 2 in reference to the time? Is she saying 10 till 2 or 10:20...10:02?

I would say London(ish). "ten to" means 10 minutes to the next hour.

I can't say I love that nasal twang but to each their own, and I'd like to thank you for reminding me about that show.
