In a nutshell: Florida is not falsyfing data - however Florida changed its reporting so recent deaths appear low and later get backfilled.

The Florida Department of Health (DOH) has changed its reporting methods on COVID-19 data yet again, and the latest modifications are showing what experts have called an "artificial decline" in the number of deaths across the state.

Until three weeks ago, information gathered by DOH counted deaths by the date they were recorded. But on August 10, the state switched to tallying new deaths by the date an individual died, which can cause a lag in reporting because those deaths need to be evaluated and certificates need to be processed first.

While those numbers are updated when available, the new reporting method has effectively created a spike where a downslope was previously recorded while also moving the downward trend forward in time.

According to the Centers for Disease Control and Prevention (CDC), which publishes data recorded by the DOH, each jurisdiction can choose how to report COVID deaths. Florida is among 12 states that record new deaths by date of death.

Shivani Patel, a social epidemiologist and assistant professor at Emory University, told the Miami Herald that the changes now show an "artificial decline" in recent deaths.

Without any explanation for the sudden shift, Patel worried "it would look like we are doing better than we are," especially given Florida's alarming and ballooning COVID hospitalizations and deaths in recent weeks.

Two senior FDA vaccine regulators are stepping down

Two senior Food and Drug Administration officials responsible for reviewing Covid-19 vaccine applications are leaving the federal agency this fall, an agency spokesperson confirmed Tuesday.

Marion Gruber, director of the FDA's Office of Vaccines Research & Review, and deputy director Phil Krause will exit the agency in October and November, respectively, according to a letter shared with CNBC by FDA spokeswoman Stephanie Caccomo.

Their announced plans to depart come as the Biden administration prepares to begin offering Covid vaccine booster shots to the general public the week of Sept. 20. Some health experts saw the move as premature and political, especially because the FDA hasn't finished reviewing data on boosters yet.

Endpoints News, a biotech industry publication, reported that the officials are leaving because they're frustrated that the Centers for Disease Control and Prevention and its advisory committee are involved in decisions they think should be up to the FDA.

The final straw was when the White House got ahead of the agency on booster shots, according to Endpoints News, citing a former senior FDA leader.

Florida Department of Education investigating Hillsborough and Sarasota County Schools over masks

Florida Department of Education Commissioner Richard Corcoran issued a warning and announced an immediate investigation into Sarasota County and Hillsborough County Schools over their new mask mandates that eliminated a parental opt-out, except for medical exemptions.

Corcoran gave the school districts until 5 p.m. Wednesday to “provide a written response” to document how “your district is complying with the Florida Department of Health Rule 64DER21-12.” The commissioner said if the districts don’t “document full compliance” with the rule, he will recommend the State Board of Education, “withhold funds in an amount equal to the salaries for all the members of the School Board, as well as other sanctions authorized by law, until the district comes into compliance.”

The letters, dated August 27, were revealed just hours after the state withheld the pay of school board members in Broward and Alachua counties for instituting mask mandates that don’t contain a parental opt-out, except in documented medical cases. Broward and Alachua Counties were the first two counties in the state to enact such mandates in defiance of the state, which ordered parental opt-outs without conditions.

The Sarasota County School Board has announced they will only be accepting medical exception forms from select medical personnel after some families lined up outside a chiropractor’s office in Venice for hours hoping to get medical exemption forms.

Parents hoping to receive an exception will have to use the updated medical exception form which is available on the district website for parents and employees.

In a statement Superintendent of Schools, Dr. Brennan Asplen said the school district will accept such medical certification regarding whether an individual is exempt from the emergency face mask policy only from medical doctors, osteopathic physicians, or advanced registered nurse practitioners.

265 Covid-19 patients hospitalized today - a decrease of 7 from yesterday's total of 272 (and 26 below Sunday's record total of 291).

69 Covid-19 patients in the ICU (an increase of 1 since yesterday).

3 people died from Covid-19 at SMH over the past day.

the 7-day test positivity ratio is 17.2%

unvaccinated Covid-19 patients at SMH is currently 83%

Florida Hospitalizations & Deaths

According to the Health & Human Services agency today there are 15,177 Florida Covid-19 hospitalizations - a decrease of 505 from yesterday's total of 15,682. (232 hospitals reported today).

There are 3353 Florida Covid-19 patients in the ICU - that's a decrease of 112 from yesterday's total of 3465. (238 hospitals reported).

According to the NY Times as of August 31 the 7-day avg. for deaths in Florida is 263 deaths per day. This is an increase of 91% over the past 14 days.

New policy for school district after Venice chiropractor signs 500+ mask exemptions Sarasota students

A chiropractor in Venice provided more than 500 medical exemption forms for children attending Sarasota County Schools who did not want to wear a mask.

Dan Busch, a chiropractor at Twin Palms Chiropractic, has signed roughly one-third of all medical exemption forms turned in district-wide, district spokesman Craig Maniglia said Wednesday morning.

Various media reports over the last week have shown families in lines wrapping around Busch's practice, and some families have told news reporters that they simply grabbed a pre-signed form off of the counter.

School District officials are currently trying to figure out how to handle the more than 500 students with forms signed by Busch. Based on the new policy, it appears likely that their medical exemption will no longer be accepted, although official word has not yet come down as to what options those families have.

After the influx of forms signed by Busch, and amid rumors that his office was distributing pre-signed forms, Superintendent Brennan Asplen issued an updated mask exemption form Tuesday evening stating that exemption forms can only be signed by medical doctors, osteopathic physicians licensed or advanced registered nurse practitioners.

In a statement accompanying the new rule, Asplen said the new policy was "so that we can be consistent in our consideration of whether medical reasons warrant individuals to be exempt from the policy and to prevent abuse."

Sarasota Memorial Hospital expands ICU to 120 beds, the most since the pandemic began

Sarasota Memorial Hospital's intensive care unit is now up to 120 beds, the most since the pandemic began and nearly double the normal bed count.

The hospital's ICU normally has 62 beds, but has steadily expanded to accommodate a crush of severely ill COVID-19 patients.

There were 69 COVID-19 patients in the ICU Wednesday.

Sarasota Memorial has been forced to postpone elective surgeries to free up staff and space for the expanded ICU.

Currently, 64% of the hospital's ICU patients have COVID-19 and most are unvaccinated.

Sarasota Memorial also reported three more COVID-19 deaths Wednesday, bringing the total to 85 since Aug. 6.

There have been 15 COVID-19 deaths at the hospital over just the last five days.

The hospital's COVID-19 patient count has declined for three days in a row, but remains exceptionally high.

Before the current wave of infections, the largest number of COVID-19 patients at Sarasota Memorial was 130 on July 22, 2020. The hospital now has more than double that number.

Sarasota Memorial is leasing a refrigerated trailer in case more space is needed to store dead bodies amid a surge of COVID-19 fatalities.

Manatee Memorial Hospital in Bradenton had 90 COVID-19 patients Tuesday and Lakewood Ranch Medical Center 69.

There have been 94 COVID-19 deaths at Manatee Memorial and 49 at Lakewood Ranch Medical Center since June 1.

Venice Farmers Market will reopen for business Saturday, following approval of COVID-19 plan

VENICE – The Downtown Venice Farmers Market will resume Saturday, after its COVID-19 safety plan was approved by the city and the Florida Department of Health in Sarasota County.

The safety plan is basically identical to the one first used by the market last summer, when it opened for business near the beginning of the COVID-19 pandemic, and prior to the availability of vaccines, noted Lee Perron, the manager of the market on behalf of the Friends of Sarasota County Parks.

The market will again be open from 8 a.m. to noon, in the 400 block of West Venice Avenue.
