After nearly two months of slow but steady decline, new daily U.S. coronavirus cases are rising again, with the seven-day average increasing by 21 percent — from 34,588 to 41,868 — since Sept. 12.

Even though it’s too soon to say whether a fall wave has begun, it’s not too soon to see the recent rise in U.S. cases for what it is: a warning.

A recent report from the Centers for Disease Control and Prevention found that adults aged 20-29 accounted for more than 20% of total COVID-19 cases between June and August, outpacing all other age groups in the U.S. The study, published in the agency’s Morbidity and Mortality Weekly Report on Wednesday, also suggests 20-somethings are a major driver of community spread of the virus.

The way I understand this is that local Florida governments no longer have the authority to close restaurants - but local governments can limit capacity to 50%. At the state level all restrictions on restaurants are removed. (If a local restricts a restaurant between 50 and 100 (percent), they’ve got to provide the justification and they’ve got to identify what the costs involved with doing that are). Statewide bars will remain status quo but local governments can choose to let bars operate higher than the 50% capacity limit all the way up to 100%. So capacity at bars will be up to locals. Also mentioned in the article is that statewide, fines will not be allowed for failure to wear a mask.

All statewide restrictions on bars and restaurants will be removed and it orders a right to work and operate a business so local governments cannot close businesses. Local governments can still limit or regulate the operations in some ways relating to COVID-19.

Florida surpassed 14,000 coronavirus deaths Friday, adding another 122 people dead from the virus, according to the Florida Department of Health.

In total, 14,083 people have died from COVID-19 in Florida. The weekly death average decreased somewhat to 99 people announced dead per day. The peak came in early August, with about 185 people announced dead per day.

If you believe in COVID19 then the opening of restaurants and bars will up the purge, oops I meant surge...

Could be. The next month will be interesting. Also not much is being said about the governor forbidding local governments from levying fines for failure to follow mask mandates. This will pretty much leave all the mask mandates across the state non-enforceable. (I believe businesses still can require masks). What remains to be seen is will many people just ignore the local mask mandates now that there's no longer fines involved - or will most still wear the masks.

Under Phase 3 of the reopening process, restaurants and bars will be allowed to operate at full capacity at the state level. DeSantis’s order will allow the businesses to operate at 50 percent capacity, regardless of local restrictions. If local governments want to restrict capacity, they must first “justify” it to the state.

Regarding masks, DeSantis said: “Just as an act of executive grace, all outstanding fines and penalties that have been applied against individuals are suspended,” DeSantis announced. “I think we need to get away from trying to penalize people for not social distancing and work with people constructively.”

I’ve started thinking about when we will head back to Florida. Given this I’m definitely waiting a month or so to see if or what kind of impact it has on the numbers.
