the problem with these types of laws are that they first start out "optional", then... as time goes on, they make it more and more "appealing" for people to get them through various means. Eventually, when a large portion of society already has them, they then push for mandates using various "necessity" issues, etc... By that time, there isn't enough people to object and they can just force it.
Yes, it is a slippery slope argument, but it is one that history shows is quite possible.
