Biden basically told Israel, "Either you help me retain my muslim and uber-woke voters, or no more weapons for you."
This is really humiliating for Israel, but par for the course for them...always made to stand down before finishing the job entirely. But in reality Rafah could wait, probably. The last of the Hamas brigades are there, and are not going anywhere.
The big war is brewing on the north end anyways, and Israel is definitely going to need weapons/funding backup for there.

If Netanyahu is smart, he'll nod and answer gravely, "Yes, Mr. President" when Biden lectures him. Then, as soon as he's off the phone, he'll keep doing what he's been doing, but maybe dialed back just enough to keep Biden off his back. And so it'll go until, hopefully, Trump gets elected and Netanyahu can do what needs to be done.
