No it is not sensible to tell black people that they have to control other black people because "skin color".
Is there a black way to riot that so radically different? What if the rioters were white would the Sheriff have to call some white people before he could do his job?
Unless a person believes that skin color was central to the reason for their behavior, of course such thinking is racist.
My guess is that if the rioters were mainly WHITE and if there were a WHITE Sheriff's Advisory Council and a NAAWP, yes, he'd seek their advice and aid.
Why have BLACK/COLORED in their titles if there's not a presumptive interest, special connection, influence, Something that matters to Some members of those groups.
Yes, because whenever individual black people behave badly it is an indictment of all black people. It is proof that something is wrong with us that is somehow related to our skin color, and that means we have to address it as a race of people.
How many times do white people act a fool all over this nation?
Yet would anyone ever hint that because some white teens acted a fool at some event that white leaders or white people have to all focus on that incident and fix the white race or fix white people.
It continues to be true that the racial narrative in this nation is that black people need to be fixed. The black race is messed up in a way that is tied to their skin color.
This is a very old argument and way of thinking about black people.

Seems to happen to black people. Black people also shut down a shopping center and a curfew was imposed in NYC recently.
I don't think this is about collective Black failings but an acknowledgement that there are serious issues in the Black community with young teens. I suspect the Sheriff sees this not only at the fair but on the day to day. To me it makes sense to reach out to leaders. Also while there maybe no equivalent White organization, I suspect they would reach out to churches, clubs etc. which have influence over the community.
