I can see your confusion. The IRS is the vehicle for collecting the fines, not the imposer of those fines. The Affordable Care Act is the imposer of the fines...not IRS policy.

We have the facts that show the IRS targeted the Admin's enemies. So why the hell would it not be possible or likely for this anchor to also be targeted after a tough interview?

We have a President who singles out citizens and news outlets, attacks them by name. They do not play by the book, this is Chicago in DC
