Scout Sniper does not equal (if i get this correctly) Stutz Staffel. The snipers are not Storm Troopers. The SS were.

No not all members of the SS were Storm Troopers, The original SS was a personal body guard for Adolf Hitler so these SS were a Secret Service on steroids. It was from this small base that Himmler crafted his personnel empire. The SS became a way to police the Nazi Party and were used to extinguish Ernst Roehm and his power base in the SA (The Brown Shirted street toughs SA translated to Storm Troop). SA who met Himmlers standards got folded into the SS.Himmler next took charge of the state intelligence or secret police called the Gestopo. The SS created groups of specialists to enforce the Nuremberg Laws on Race and to impliment Race Purity these guys ran the extermination camps. Himmler also created a army since he didn't truct the Wehrmacht (War Machine) of which the Army called the Heer was one of three parts. This force was the Waffen which grew to have Special Forces, Armoured Divisions and Infantry. Himmler also got his hands on the development of adbanced German weapons like the V-1 and V-2, Wehrner von Braun was a SS Officer holding the rank corresponding to major. SS was also in charge of an effort to translate nuclear science and theory into a atomic bomb.
