I really wonder why Kenney ran for mayor in the first place, since all outward signs indicate to me that he hates, if not the job itself, then one of its more important duties, engaging with the citizenry at public events every so often.

Call it hypocrisy if you will, but many Black progressives are as upset at the carnage as they are at the police. Did you read Councilmember Jamie Gauthier's response to Mayor Kenney's letter in that article you shared, blasting his decision not to issue an emergency declaration? (Gauthier introduced the resolution that Council approved calling on the mayor to issue the emergency declaration.)

Then there's my (freelancer) Phillymag colleague, Ernest Owens. His essay today states bluntly that:

(I'm going to leave the question "Do we?" on the table for now.)

In Owens' case, his call for an emergency declaration takes on an added layer of hypocrisy given that he believes the police as an institution is too racist to actually protect Black communities. However I might want to see some changes in how they approach their work, and even though I trust the head of the local police union as far as I can throw him, there is really no alternative to having the cops serve on the front line of the battle. (I have heard from a cop I'm acquainted with that part of the problem stems from the aftermath of the verdict in that tear-gassing incident on the Vine Expressway. Some cops, apparently a sizable minority, interpreted that as the city not having their backs, and those cops responded by doing only the minimum work necessary.)

My guess, though, is that what Owens would ultimately like to see is Black citizen patrols like the one mentioned in this story from Minneapolis this past April. As you all should know, the city council there voted to disband the Minneapolis Police Department and replace it with a new department of public safety. In the wake of the decision (and since), community safety and security patrols have formed in several Black and Native American neighborhoods there. The group described in this article strikes me as pretty vigilante-ish, as did the patrol in George Floyd's neighborhood I read about a few weeks after Floyd's murder.

Given the current state of affairs, I might also support the efforts of such groups, even though I don't believe that vigilantes should take the law into their own hands. But the cops definitely have a role to play.

P.S. Phillymag endorsed Kenney's opponent Anthony Williams in the Democratic primary when the mayor sought re-election.
