Forgive the delay in my response, but since you did ask me, I think I should respond.

I think the answer isn't a simple one. It lies in recreating the community around these kids that got shattered by a number of forces, including two wars - one on Poverty, the other on Drugs - and a general wearying (washing of hands?) about "inner city neighborhoods" that began to set in in the 1970s after a bunch of Long Hot Summers.

It will also have to start with the kids now in grade school; we may end up writing off the ones now in their high school and college years, though I don't think they should be. After all, if - as Steven Dubner and Steven Levitt argued in their book "Freaknonomics" - it was Roe v. Wade that led to the drop in crime in the 1980s because of the shrinking of the crime-prone cohort the abortion decision produced, then it may also have to be a cultural shift that reduces this problem too.

The behavior you described in a followup post sounds to me like a more boisterous version of suburban kids tossing rolls of toilet paper into neighbors' trees. I don't think heavy-handed policing will cure it, but it will take someone the kids will listen to telling them to dial it down.

By the way, in a somewhat related item, I note that SEPTA buses now sport "Do Not Enter" signs next to their center doors. Apparently, the practice of people boarding through the open center door, which is pretty common at the Olney Transportation Center stop where I catch the buses home, has gotten to the point where SEPTA feels a need to crack down on it. Someone made a line for the center door when I got off the bus at Chew and Chelten this evening, only to be foiled by the driver, who shut it quickly the moment I'd passed through it headed out. The would-be fare-beater then went to the front door line like everyone else.

This, btw, is one of those QOL crimes: no one is victimized by it save SEPTA's treasury.

The aggressive, loud, low-class, ghetto behavior needs to stop being accepted by society as normal ... it needs to be called out and rejected.

Tbh, I can't remember a time when school dismissal behavior wasn't a thing. When both W. Catholic HSs in W. Philly existed I definitely remember pretty much what you mention above back in the 70s on the El. I commuted on the El every day during that time.
