not sure why i'm here. everyone has a different answer. haha... i live in a condo complex with an hoa. the street is full of cars parking in the driveway on top of the sidewalk. police were called out to give citations to those cars. got an e-mail back from the city stating that the police had contacted the state attorney and was told this was not a violation. the e-mail goes on to say that judges deemed this was also not a violation. the city said they had to dismiss those charges, and to contact the hoa. I realize the cars blocking the sidewalk were in a private community, but the street it was on was a thru street, meaning the public can drive on it, and the sidewalk is public. we have cul-de-sacs which are private streets and taken care of by the condo complex. but these incidents are happening on a public street.
