Reading the first sentence of the first paragraph is informative. There seems to be ten (10) units presently available to fill because the ten are vacant.

It doesn’t say which ones are from the long table. The table is likely the one used for the initial lottery or perhaps represents all the possible affordable housing units at the studio and 1 bed size.

The building is over ten years old.

The eligible income range starts at $7372 per year.

That's @ $3.54/hour, $28.35/day, $142/week, $614/month.

How will this person pay the $975/month rent?

Not everyone gets paid hourly or weekly or even monthly.
Second, I'd recommend brushing up on your reading skills.
Min Income is $10,046! Rent is $208 a month!!!

Income is not always from employment so hourly min wage is not necessarily at issue here.
Income can be for example, Social Security, Social Security Disability, pensions of various kinds, and disbursements from various retirement accounts. Also, money can come from alimony, child support, trust funds, and settlements.

There are various rent support programs that provide households with vouchers and such. Section 8 is a very well known one.

PS there is only one unit listed at $975. It is a 50% AMI 1 bed, so perhaps not one of the units mentioned for this waitlist ‘ The MiMa Waiting list is now open to fill nine 40% AMI studios & one 1 bedroom and for future vacancies.’
