While this is very sad, and tragic. The first part of the story -- where the guy is found not-guilty, OK, not fair and sad, but, the guy was shrewd and played the game.
However, after this person moved, twice apparently, and the guy is showing up to work -- there is no reason why this is not an open and shut case. Period. If that hasn't happened, then get a lawyer. I hate to sound cold, but you can't get caught up in all the minutia and "stuff" -- you need to be part of the solution.

I did mention that I was working with the police and the security at my job to make sure he gets caught. It's a long process unfortunately but there are things the police need to do so we can be rid of him for good but it won't happen over night.

I clearly get that this type of situation doesn't happen overnight. I get it. What I was saying is that the more egregious, extreme, obvious, etc., the case is -- the less "long process" it should be. I hate being generic, but with all of this evidence, you are in much better standing now.
Did you get an attorney? It should be easy to catch him now. Moving twice, him showing up at work -- this is a pattern, and it's harassment, extreme too.
Anyway, I wish you the best of luck. Keep going, keep pushing.
