The $3000 is to move the old LIPA line that is over my house, not anything else. LIPA seems to be avoiding the issue now, but seeing that the line is now a spit away from touch the roof, they really do have to dosomething about it.

The NYS Public Service Commission "oversees" LIPA and what it does to its customers (supposedly anyway). Maybe you can contact them and they can help you straighten out the problem.
