That's because they rushed to make the announcement to close all the schools last night before the snow even got going.
I remember a similar storm a few years back where Bloomberg did that for teh city schools and there was barely any snow, he caught hell for it, as its a major disruption to peoples lives.

I remember that too. The big storm slipped off its predicted track and bypassed us for the most part.
The last big snow (blizzard Dec. 26-27) he did not officially declare a city-wide state of emergency (when he really should have).
This snow he declared one last night (and it didn't turn out to be bad enough to do so).
