Oh my, I hope the dogs aren't spoiled by such lavish treatment.

I thought maybe we had the same neighbor in common until you said the dogs were allowed in the house. My neighbor's two pitbulls never go in the house. They usually find some shade depending on the angle of the sun and i'm not sure about water. Sad situation for the dogs and unfortuately a very common occurance.

We'd never have a dog that couldn't live in the house and sleep on the bed with us. But, one of our little Lhasa Apsos loves to lie in the sun. He came in the other day from his outdoor nap to take his indoor nap, and I reached down to pet him, and burned my finger on his name tag. He doesn't seem to mind the heat at all. And it's his choice. He has a doggy door that swings both ways.

When I was still able to run, my dogs insisted on going too, no matter how hot it was. It just didn't bother them, and they didn't wear track shoes either. Lhasa Apsos are good mountain hikers and trail dogs too.

Me and the concerned neighbor have spoken to the dog owner and let her know how stressful it is to keep a dog outside during the brutally hot and very chilly winter nights...she now (not too often though) allows the dog to come inside and locks her in the laundry room.

Now, this is just my opinion, but really, if people want to have such a social, pack orientated animal such as a dog, they have to treat it like a member of the family or not have one at all.
Some unfortunate people in Vegas dont even have that.
