Surge Watch/Warnings will eventually go to VA/NC border at least but are time based so they won’t go up yet, same for wind in Tropical Storm/ Hurricane Watch/Warnings. Surge is typically highest on the Northeast corner of the eye/center of a hurricane. Surge will start rising well before center makes closest pass, often flooding areas hours in advance. Surge is mostly wind direction dependent so as storm is passing a beach front it’s trying to push water onshore, as passes its pushing water away. Now water ways and shape of coast line play a role in flooding other areas as well...such as St. Johns River allows a storm S of Jacksonville, FL to push water via wind direction into the mouth of the river potentially flooding portions of downtown and S of the city up river. A sound such as Outer Banks of NC is well known to have a passing storm push water towards the mainland, but when/as storm passes and winds head offshore then all that sound water gets pushed onto the sound side of barrier islands, etc. Surge will travel up any water way that directly or eventually connects to the ocean. I’ve even seen it come up city storm street drains in reverse using our own drainage pipes against us as well.
