It's pretty much official now that Syria has lost 2 Pantsirs to Israeli attack. The first instance last spring was because the Pantsir was out of munitions and therefore shut down. It could not defend itself.
The Pansir that was destroyed a few weeks ago was abandoned because its radar system had malfunctioned. There were several missiles fired at it (possibly up to 5) which were destroyed. The final missile hit the Pantsir some minutes after the initial attack largely wrecking it. Apparently there was a mechanical failure due to battlefield conditions or a near miss from a prior missile attack knocked out its radar leaving it vulnerable.
Both of these units were caught out in the open, exposed to attack. The Syrian army is not taking measures to hide/protect units that cannot defend themselves when this happens.
On the contrary we bought oil from Venezuela at a steep discount and made billions a year refining it. On top of what DKM mentioned, there is another crucial element that is often forgotten. Saudi Arabia is one of the most powerful countries in the world, and that's all thanks to religion. SA is the heart of the Islamic world. Any threat made towards it would be akin to declaring war on Muslims period.
As long as it has a strong economy and wealthy population, nothing drastic is going to change.

No. This is a universal launcher. The US broke Anti-Ballistic Missile Treaty and deployed Mk41 in Eastern Europe in 2014 (or in 2015, I don't remember exactly).
