I don't agree with ct spending but I do believe that these top earners so fork up a little more money to get the state back to normal quicker. Why have millions in your account just sitting there is my question

Let me understand your meaning a little better. Please explain how my money would be better used, in contrast to "just sitting there" growing, so as to provide for my old age. Thank you.

They don't. They have millions sitting in the market earning them interest. And they should leave. WTH would they willingly shell out money to a degenerate organization that has proven time and time again that they're unqualified to spend it properly? Do you give a drug addict money? Ask yourself why the answer to that question is no.

First of all, they already pay the overwhelmingly majority of the taxes and what this has caused is a brain drain. Capital is mobile it will go to the place that wants it and will spend it wisely; currently the midwest and south. CT forgot how it accumulated it's wealth in the first place, By being what NY and Mass weren't, a welcome place for capital with a low tax, low regulatory, accountable environment. Meanwhile other states are moving in the opposite direction to attract capital, getting rid of the unions, lowering taxes, etc. CT should look at what successful states with fast growing economies and large middle classes are doing(Utah, Nebraska, Texas) although I'm not sure half the people in the state are capable of self governance anymore.

Ever since Lowell W got rid of Connecticut's #1 advantage, it's been in a death spiral. It doesn't have a decent sized city to compete with NY or Boston, no longer has a strong tax advantage, but it can still deal with unions more assertively as many Midwestern states have done. Implementing right-to-work would be a great way to stand out among its peers in the Northeast.
