Said before State should stop finding schools. Let towns add on an excess school tax to property and car taxes. Allow cities with population more than 80,000 in CT to tax rent owners. Change property tax to land tax in cities on CT with more than 80,000 residents. Cap property and land tax rates at 50%.

Start setting up toll taxes.

We already have some of the highest property taxes in the country adding a school tax would not help that. It would simply shift the burden most likely affecting city schools the worst. It would also take one of the competitive advantages of fairfield county living over NY. Not sure what you mean about a a tax on rent owners? Land tax is interesting but you would effectively have to change mill rates to match the same revenues in order to work at least short term. Cap at 50% of what? Hartford is currently I think 64 mills or 6.4% annually.

It was the percent that threw me. 50 Mills would make sense but it would bankrupt the cities you just mentioned.

Waterbury is 72 and Bridgeport is around 80. Car tax should be the same as the mill rate. Should cap the mill rate no higher than 50.

With Land Tax, Renters Tax, Car Tax, and School Tax shold be enough for Cities to run a healthy budget.
