The budget surplus and Rainy Day Fund keep going up which is good. I just hope that does not mean Governor Lamont and the Legislature are going to blow it. The Transportation Fund though is only a little over $300 million which seems low given the projects and expenses CTDOT has. Jay

That 1 mill, confused, would that replace my current mill rate or is that in addition to my current mill rate?

Though the new car tax would save me $300-$400 a year. The last car tax capped gutted and drove CT Cities into a financial crisis.

I read it as they will add an additional state property tax of one mil to your current mil rate. So if your town charges 25 mils, you will pay 26, with the additional mil going to the state.

Thank you for the clarification.

Still, not much money but just more they try to take from us. It is what it is. I’ll start saving my pennies now.

The car example appears to contradict the bulleted points in the article. According to the bullet points the additional statewide 1 mill would apply to RE while the statewide 15 - 19 mills would apply to vehicles.

Quote:
The legislation has several major parts, including:

* A $50,000 tax exemption for one- to four-family owner-occupied residences.

* A one-mill statewide tax — $1 on each $1,000 of value — on real estate.

* Repeal of the local property tax on vehicles, with a new statewide vehicular tax of between 15 and 19 mills, and revenue going into a fund for reimbursing towns and cities that host tax-free institutions such as colleges, state buildings and hospitals.

Quote:
Looney said that in the case of an urban house worth $200,000 and currently assessed at $140,000, under this legislation its assessment would drop by $50,000 to a total of $90,000. In a more affluent town, the assessment on a million-dollar house, currently about $700,000, would drop to $650,000.

Quote:
A mill rate of 1 would have a $1 tax per $1,000 in property value, or $20 on a car valued at $20,000. Greenwich’s mill rate was 11.2 in 2018, while Bridgeport’s was 54.37 for real estate and 37 for vehicles. Fairfield’s mill rate was 25.45.

So here is something interesting and good to hear, the Hartford metro area has been named by MarketWatch as the second best place in the country to buy a home. This is on top of Glassdoor naming Hartford the fifth best place to find a job. Great news for the state. Jay
