I think you're on to something. Imagine how much money a college – or a lender – stands to make each time a student unprepared or not suited for college enrolls, attends for a year or so, drops out, and defaults on the loans. The colleges make money because having those students attend for at least a while makes them more money than keeping them out completely. The lenders swim in the windfalls of the interest accrued on those loans. And better yet, since college is now "required" to get even a 25K job with minimal benefits, we now have a proliferation of barely credentialed or non-credentialed, for-profit schools that teach young people neither basic skills nor job skills.
Beautiful system, isn't it?
