I went through this interesting setup in Norfolk. It is bizarre as hell to use, but might work for 10th. I'm not sure if 10th has too much traffic for it.
I don't think NCDOT will do this anytime soon if they are just gonna put an interchange on a road like this. SPUI or DDI is more of a reasonable choice I think if NCDOT will plan to do. Could work great for Evans as well.

End of quarter makes sense, though they could take it to Friday and still not enter the second quarter. The noon timing is weird, especially since downtown workers won't be able to utilize that branch on their lunch break on that final day. BTW, I got this info from a letter from WF, as I am an account holder. No mention on how it affects GUC drive-through payments. I'm assuming that goes away too.
