In Phoenix, the I-10 and the 60 freeways are the busiest. Traffic in Phoenix is WAY overblown compared to other major cities, but we still do have congestion. The only time that there are legitimate back ups is when there is freeway construction, accidents, or it decides to rain. Luckily, Phoenix is one of the few cities that I know of that widens freeways before they reach capacity, saving drivers here more stress than they could ever imagine.

Well, its funny you should ask how anyone gets anywhere.

SP has the world's largest fleet of helicopters.
Every H on this map represents a helipad.(There are also many helipads in private residences)

As far as walking, SP has the world's busiest bus system, which carries 10 Million passengers daily and a small Metro system that carries 2.5 Million passengers daily.

The Middle and Upper Class however have taken a real shine to Automobiles. When I first moved here in 1993, cars were a rarity and most people didnt have them but now pretty much everyone I know has a car, many have several cars.

I lived in LA a couple of years ago and I'd say the worst I experienced there would be either the 405 or 101.

Sao Paulo is insane! At one time it was the world's largest city, I think nearly 30 million live in it's Greater metro area, dwarfing any city in the US.

Seems like nationally I-95, I-10, & I-5 would be the top 3 or at least in the top 5.
