DC and ATL neck and neck, i still may give slight edge to DC but not by much. Houston, also dont sleep on Detroit or New Orleans. Honorable Mention Chicago, Charlotte. Im not counting NY or LA because their just too big to compare.

Based on that list, and cities with high African American populations it would seem like:

Atlanta
Wash DC
Cleveland

All are ranked Top 15 for singles and all are 50% + in Black population.
