So some Southerners consider border states as "down south" and others don't. Kind of hard to have an argument if you all can't decide which states are Southern and which are not.
Cities in western North Dakota are growing faster than the majority of southern cities. That fact does not make North Dakota a great place nor does it equate to the state's cities being better. That said, your statement is worthless.
North Dakota cities is NOT more progressive than southern cities. Not when the state population is only 690k+.
Growth does not equate to greatness. How many times do we have to say this? Is McDonalds the greatest restaurant? Are elephants the greatest land mammal? Is cancer great? Is NYC not great because it's not growing the fastest?

Where did I state that North Dakota cities are progressive? Also, please define progressive and in your opinion, how big does a state and / or city have to be to be considered progressive?
BTW, it's North Dakota cities ARE, not North Dakota cities IS.

For some, but for most it's jobs and cheap cost of living that equals growth.

Might want to check facts before you put your foot in your mouth. North Dakota's economy has blown away all other economic growth in the last 3 or 4 years.

You can't even compare North Dakota to a southern state.
North Dakota's "booming" economy is due to oil, which isn't dependable. Just as Dubai.
Oil has definitely started the boom, but the state is attracting other industries as well. Companies, including Deere & Co., Caterpillar and Amazon, have recently completed major expansions there.

In terms of growth percentage, yes it is. For example, Williston's growth rate between 2010 and 2012 was 25.9%. That's higher than Charlotte, Atlanta, Houston, Dallas, Austin, etc....
