Let's be real here; If you want to call LIC "downtown," NYC has like 10 downtowns at least.
Yes, there’s only two official downtown in New York City. I wish the post would have said central business district or skylines instead of downtowns. Most cities in the US do not have two official downtowns

I think technically Queens also has a few downtowns, since some of the neighborhoods used to be cities. Like, there is 'downtown Flushing' complete with a street named 'Main street', etc. leftover legacy from the fact that they used to be independent colonial settlements. Jamaica is another one.

LIC definitely lacks many traits of a traditional downtown but the area between Queens Plaza and Court Square has a decent volume of office space interspersed between the hotels and residential high rises.

27-01 Queens Plaza North (7 stories/JetBlue Headquarters/MetLife/WeWork)
28-11 Queens Plaza North (9 stories/DOE/DOT)
42-09 28th Street (22 stories/DOHMH)
28-10 Queens Plaza South/28-07 Jackson Ave (Two 26-story towers as part of JACX office development)
27-35 Jackson Ave (4 stories/DOE)
1 Court Square (50 stories/former Citicorp building)
2 Court Square (15 stories/CUNY School of Law)
