I stated in terms of population; over half a million Blacks within the city proper.
I think we're mostly talking about metro areas as a whole and not individual cities in this thread. There's too wide of a variance in a city and metro area populations in the countries largest population centers.
I’ll keep it in the Top 5. Houston has the HBCU culture that Philly and Chicago lack. Houston is way more desirable for blacks than those two as well. The rap culture in Houston is stronger than those two.
Metro Philly contains the two oldest HBCUs in the country (Lincoln and Cheyney), and Temple has a pretty large Black enrollment for a non-HBCU.
Houston is more desirable than Philly and Chicago for blacks. I know blacks from both cities, and they say the same thing; I know more blacks from Chicago than from Philly. Chicago’s black population is bleeding into places like Houston and Atlanta. Houston is a huge buzz in Black America.
Houston helped to mold the rap game into what it is today. Philly beats out both in neo-soul, for sure. Chicago has the upper hand in blues, but Houston has zydeco and southern soul blues.
Houston has the upper hand in HBCU culture. Chicago has none; Chicago State is not an HBCU. Philly has HBCUs, but no one knows about them; a school having a large black population doesn’t count as an HBCU and is different. If that’s the case, then add UHD and UH for Houston.
Houston is more desirable for Blacks according to you. Many will not see that as truthful at all. Philly, especially, and Chicago helped mold the rap scene today as well. Both cities have a deep storied history of hip hop. Houston probably would have the upper hand in hbcu culture as it’s in the South. Most major Southern cities have an HBCU presence. I never said Houston shouldn’t be in the top five. It’s in the running along with Chicago and Philadelphia. But it’s not up there with Atlanta and DC.

Houston is a buzz in Black America. Check the blogs, forums, and YouTube. Houston is popular and is desirable for blacks, given social media; it’s not according to me. On the other hand, blacks hate Atlanta. You can research that yourself.
Houston is steps above Chicago and Philly. The cities beat it in urbanity, however.

I think it's pretty much implied that we are talking about entire metro areas and not only the individual cities. I could be wrong though but otherwise New York, Chicago, Philly, and Detroit are the top 4 in black population, and Houston is #5 as of the 2010 census. It's possible Houston has surpassed Detroit now with it's continuing decline in population. Atlanta wouldn't even in the top ten in black population due to it's much lower city population. I know this discussion is about "black capitals" and not necessarily black population, but you can't really discuss the black impact of Atlanta without discussing the entire metro area because the population of the suburbs is so much greater than the city there.
