NYC has rent control. There are a lot of lower income people living in Manhattan who rent. A LOT of people fall into this category.

New York has almost the exact same poverty rate as Chicago. There are almost 2 million people living under the poverty level in New York. The murder rate difference between the two cities is not because everybody in New York is rich. You sound like you've never set foot in New York.
