Linda Vista is the poster child for this. Evidently if you don't have a car the carts are free. I've seen them up to a mile from the only big store in the area. The funny part is seeing someone pushing it with a bag about the size of a baseball in it. I guess they double as walking aids.

I see this nonsense all the time, but this one was worthy of a pic because there's only ONE grocery bag in the cart (aside from the McDonald's trash)

The amount of money the store has to pay to get their cart back is many, many times the profit they made from whatever is in that lone grocery bag from Ralph's.

I don't understand why Ralphs let them take their grocery carts. this is one very unpleasant aspect of living in socal. the foreigners don't like to live by the same rules as everyone else.

Sidewalks, fields and parking lots of cheap apartment complexes are littered with them. When I lived in Merced there was a large creek running through the middle of town that had been turned into an irrigation channel. Its about 10-12 feet deep and every fall its drained down pretty low. Absolute shopping cart underwater graveyard. Its both comical and disgusting to see literally dozens of carts shoved into it

Homeless people may take them, but at least there full of their belongings and they usually hang onto the same one indefinitely. People such as the women in the O.P.'s post dump them as soon as they get near home (and then get a new one next shopping trip). Read an article that each cart costs the store $200 or $300 dollars, so you know who's paying for these lazy jerks.

What if the people stealing the carts are illegals from Iceland or Greenland? For all we know, they might be from Luxembourg! We need signs in ALL languages!

You can leave Cambodian off that list. They tend to pick up workable English because of the donut shop thing.
