I wouldn't buy an ugly chevy hhr if it was built in heaven.
When I was selling Chevys, yes the styling was polarizing, but very few cars offered the storage and cargo space with the options an HHR offered for anywhere close to the money.
It's a heck of a value, if not a super good looker.

You can practically steal a used HHR these days. I think they're a great value also, and everyone I know who has one loves it.
I wouldn't mind buying a car made in Mexico if the car met my needs and the construction was reviewed favorably (by someone OTHER than Consumer Reports).
I just wouldn't plan to buy a Chevy. I don't care for them.
My old Jetta 1.8T was built in Mexico (with all the German Engineered hype) and spent on average one weekend every other month (beginning with the first month of ownership) at the dealership for warranty repairs (ignition coil packs, window regulators, fuel pump, water pump, air flow meter, and countless miscellaneous electrical faults). I bought it because it was nicer on initial quality than a Impreza WRX however the integrity quickly disipated cosmetically and mechanically. My brother on the other hand is the shallow pretentious type with the E55 AMG which was built in Germany, while the car itself was a lot more solid, it too had its frequent dealership warranty tows for computer related ignition problems. I learned my lesson and haven't touched anything european since, nor has my brother.
I don't have a problem buying a Nissan Leaf that will be made in TN.
I'm not big on Chevys anyway....
A lot of "foreign" car companies do have plants in the U.S. It all depends on the model of the car.
