license plate bracket hides state name and registration tag

I heard that in DC if anything is covered you will get a ticket, or a parking ticket at least. Why don't manufacturers of these brackets design them so they don't cover state names? The sticker being covered is the fault of the person who put the sticker on, but surely the manufacturer can design those things not to block anything else. There might need to be several versions depending on that states plate designs.
