I'm going to say most if not all states have license plate visibility laws. And some are more strict than what's enforced. They have to be on the rear most part of the vehicle, horizontal with the ground, and so many inches from the ground, if I recall correctly. You can check your particular state with a simple Google search usually. Good luck!
In the state of Texas, we are required to have front and back plate...ssshhhh, many of us seem to have forgotten to attach the front plate.
For awhile, and I doubt it was ever enforced, but we weren't suppose to have license frames either...that was changed in 2007, but they have rules about covering the plate: snopes.com: Texas License Plate Frame
Just to show you what "bright" people we have governing our roads here...last year many people had trouble affixing their E-Z pass toll road gadgets on their windshields because of antennas running thru the glass...it was one particular make...Toyotas maybe. The toll road authority came up with a license frame holder to hold the E-Z pass...it was a pretty good size, but it served it's purpose....lo and behold...these same people started being ticketed for obscuring their license plates! Talk about one hand not knowing what the other is doing!
So, YES...State of Tx has definate rules about the clear visability of license plates.

Never heard of an E-ZPass setup like that. A friend of mine had an older Ford Focus that had that same trouble and the NY Thruway had these rather large external E-ZPasses that magneted to your front fender.

In Oregon the law is that you may have a plate frame but it must not obscure the registration stickers. This makes it difficult to find good plate frames as Oregon is one of the few states that has stickers on opposite edges of the bottom of the plate. They also mandate that if the vehicle is fitted with one or two license plate lights, they must emit white light and illuminate the plate so it is visible from 50 feet behind in darkness.

Good luck to you all. They'll never do that here; they seem to believe that it increases viability for red light cameras when it only takes a picture of the back.
